IHRA is the strongest definition of antisemitism. Governments, universities, companies, non-profits, and all organizations should exclusively adopt IHRA as the definition of what constitutes antisemitism.

The key difference between the IHRA (International Holocaust Remembrance Alliance) definition and the other definitions put forward recently is that the IHRA recognizes that it is antisemitic to 1) single out Israel for conduct that is common to every country, and 2) criticize a Jewish person for having pride in their connection to Israel.

The United States had a longstanding policy of using the IHRA definition until it was weakened in 2021 to using IHRA as one of several definitions. Many organizations will claim that they have “adopted” IHRA, when they actually mean that their “mentions” IHRA as one of many definitions (such as Nexus) without actually adopting it. For instance, the California model Ethnic Studies curriculum “mentions” IHRA, but does not describe that it considers the above criticism of Israel Jewish people to be antisemitic. JCRC fails to advocate to exclusively adopt IHRA.
